This happened to me on Las Ramblas in 2004.

I was looking at a map and some guy approached me to ask where Sagrada Familia was. I was not sure if he was a tourist or not, but it is odd that a local would not know where it is. I pointed him in the direction. Suddenly his partner approached and flashed a badge saying he was police. He told me not to change money with him because he would use it to buy cocaine. I told him he wasn't changing money. So he told me to open my wallet to show him my money. I can't remember but he might have also asked for a passport. I took my wallet out for a second before I realized what was happening and quickly put it back and asked him again to see his badge. He then grabbed the other guy and they both disappeared into the crowd. It was close. I don't know how the scam would have ended but I expect they would have taken my money.
